โ๏ธ Articles of Confederation
America's FIRST plan of government โ and it was dangerously weak. Shays' Rebellion proved it had to be replaced.
Quick Summary
Written during the Revolution and ratified in 1781, the Articles of Confederation created a 'firm league of friendship' among 13 nearly-independent states. The national government was intentionally weak because Americans feared another king. That weakness almost destroyed the country in less than a decade.
Weaknesses of the National Government
- โขCongress could NOT collect taxes โ it could only ask states for money.
- โขCongress could NOT regulate interstate or foreign trade.
- โขNO national executive (no President) to enforce laws.
- โขNO national court system.
- โขLaws needed 9 of 13 states to pass โ very hard.
- โขAmendments required unanimous approval โ nearly impossible.
- โขCould NOT raise a standing army.
- โขNo single national currency โ each state printed its own money.
State Powers Under the Articles
- โขStates could collect their own taxes.
- โขStates could print their own currency.
- โขStates could regulate trade with other states.
- โขStates acted almost like independent nations.
Shays' Rebellion (1786)
Daniel Shays led poor Massachusetts farmers in armed rebellion. The national government had no army or money to stop it โ Massachusetts had to use its own militia. This convinced leaders that the Articles had to be replaced.
What the Articles Did Accomplish
- โขWon the Revolutionary War against Britain.
- โขNegotiated the Treaty of Paris (1783).
- โขPassed the Northwest Ordinance (1787) โ created a process for new states to enter the Union.
- โขProved the U.S. needed a stronger national government โ led directly to the Constitutional Convention (1787).
Key Vocabulary
- โขConfederation โ a loose alliance of independent states.
- โขRatify โ to officially approve.
- โขUnanimous โ requiring everyone's agreement.
- โขStanding Army โ a permanent, professional military.
